DESCRIPTION :
The Commissioning Engineer is responsible for preparation and planning of PC&C activities to be executed for renewable and/or Oil and gas project, in accordance with contractual requirements, quality standards, allocated budget, project schedule and local regulations.
He/She is reporting to Commissioning Lead engineer or Area Commissioning Manager.
Responsibilities during Home Office phase:
* Understand and anticipate the risks associated with the PC&C scope and act to mitigate them.
* Ensure Commissioning preparation work is executed with quality and respect of PC&C schedule, Budget and contract.
* Report any technical finding or potential safety issue to the hierarchical manager.
* Coordinate with the different engineering disciplines involved in project design to ensure PC&C requirements are incorporated in detailed design.
* Coordinate with Handover and completion team for implementation and population of the completion tools.
* Liaise with Company representatives, suppliers, subcontractors to ensure good cohesion and efficient communication between project teams.
* Highlight any potential work process improvement or relevant lessons learns to improve quality of the work.
Key responsibilities during Site execution phase:
* Understand and anticipate the risks associated with the PC&C scope and act to mitigate them.
* Ensure Pre-commissioning and Commissioning activities are executed safely with quality and respect of PC&C schedule, Budget and contract.
* Report any technical finding or potential safety issue to the hierarchical manager.
* Coordinate with the different field engineering disciplines and construction engineers involved in project execution to ensure PC&C activities are performed successfully.
* Coordinate with Handover and completion team for quality and certification follow-up in the completion tools.
* Liaise with Company representatives, suppliers, subcontractors to ensure good cohesion and efficient communication between project teams.
* Highlight any potential work process improvement or relevant lessons learned to improve quality of the work.

Internally: Engineering disciplines, PC&C Engineers & Superintendent, Construction team, Subcontract team, Completion team.
Externally: Construction & External Subcontractors, Clients, JV Partners, Vendors, Licensors.

* Project type: FEED, EPC, LNG, SAF, Blue H2, Green H2, Ammonia, * Review & comment PFDs, P&IDs and discipline drawings to provide commissioning and start-up inputs & technical requirements.
* Define Systems and subsystems mark-up on PFD and P&ID.
* Develop commissioning sequence and work with planning team to build detailed level 3 and 4 PC&C schedules.
* Support subcontracting team in definition of site subcontracted activities Scope of work, Roles and responsibilities. Develop PC&C bid tabulation.
* Develop method statements and project procedures associated to commissioning and start-up activities.
* Coordinate with the different disciplines involved in project execution and participate in key multidisciplinary reviews such as 3D model, HAZOP and PID reviews etc. to ensure all commissioning requirements are properly addressed in engineering documentation
* Prepare Pre commissioning/ Commissioning Specifications and Procedures along with the progress of engineering and in line with Contractual requirements and Project standards
* Develop and coordinate detailed lists of vendors, spare parts, tools, consumables and temporary equipment to ensure availability on site when required.
* Review Engineering technical specifications and supplier documents
* Prepares / provide inputs to technical workshops and weekly / monthly progress reports of PC&C activities
* Attend / witness Vendor Factory Acceptance Tests (FAT) as required (Short missions in Europe expected)
* Prepare / Provide inputs for CAPEX estimates regarding commissioning and start-up scope
* Coordinate with the different disciplines involved in project execution and participate in key multidisciplinary meetings to ensure all commissioning requirements are properly addressed with a high level of safety.
* Monitoring the Work-front and internal/external interfaces
* Support for start-up activities of utilities and process as per engineer expertise (Process or E&I)
* Anticipation of potential issues / Troubleshooting assistance
* Support development of vendors manning, spare parts requirement, tools, consumables and temporary equipment to support PC&C activities
* Review weekly / monthly progress reports of PC&C activities
* Witness Performance tests and monitor performances
