* Offshore Installation Manager (OIM)
Background
* The Cargo Superintendent will exhibit exemplary leadership, managerial and safety behaviors and will ensure that all aspects of Marine and Cargo operations are carried out effectively. Delegated tasks will be monitored and controlled.
* Equivalent to Barge Supervisor (BS) as per Res. A.1079(28) Reg. 6.3
Authority
* The Cargo Superintendent has authority for marine activities such as cargo loading and offloading. They will work with the OIM as required where the safety of the crew and vessel is concerned.

* Cargo Supervisors, Mooring Masters.
Accountable For: Responsibilities & Standards
* 1) Manage And Supervise Effectively
* 1 Demonstrate leadership in technical and safety issues.
* 2 Manage or contribute to the management of the operation of the Cargo and Marine systems through departmental supervisors.
* 3 Liaise effectively with all relevant onshore and offshore departments.
* 4 Delegate authority having due regard for competence and verify effective close out of tasks.
* 5 Promote training and competency assurance throughout the Cargo Department in line with Company goals for the Unit
* 6 Manage welfare and disciplinary issues in a timely and effective manner.
* 7 Promote safety awareness and broad application of the Management system, codes of practice and prime policies.
* 8 Ensure timely and effective close-out of survey and audit action items.
* 9 Monitor Management System feedback issues ensuring effective close-out.
* 10 Ensure change-management procedures are appropriately applied.
* 11 Encourage and support Supervisors to achieve training and competency targets with particular regard to appropriate time allocation for this area of work.
* 12 Ensure timely and effective contributions to reporting and investigation of all incidents where required.
* 2) Cargo Operations
* 1 Prepare to Start Marine and Cargo Operations
* 2 Start-up Marine and Cargo Operations
* 3 Monitor and Maintain Marine and Cargo Operations
* 4 Prepare and shutdown Marine and Cargo Operations
* 3) Contribute to the Control of Critical Situations and Respond To Emergencies
* 1 Ensure training and exercises are conducted in accordance with requirements.
* 2 Manage emergency response with due regard for safety of personnel, FPSO and environment.
* 3 Demonstrate knowledge and awareness of potential emergency scenarios.
* 4 Contribute to the effective de-brief and analysis of exercises.
* 4) Monitor And Maintain Pollution Control Measures
* 1 Controlled process discharges from area of responsibility to the environment are within prescribed limits
* 2 Unplanned discharges are identified, halted where possible, and reported according to policy, procedure and regulation.
* 3 Equipment, waste or other materials for disposal are dealt with according to the correct procedure.
* 4 Controlled process discharges from area of responsibility to the environment are within prescribed limits 5) Emergency Response
* 1 Carry Out Emergency Response role (See Station Bill).
* 2 Demonstrate competence in Emergency Response drills and exercises.
